    Its actually not a coloured gradient overlay, but coloured layers on soft/hard light blending mode with masks.

    Question on a photo.

    Make a new file 20px height/width with a black background. Now make a circle transparant. Save it as a pattern (Edit > Define Pattern) and apply it via blending options / patterns on the image layer. Duplicate and/or reverse the pattern to create subtle effects.

    Agree with dv8_fx, for pixel based designs, such as images Photoshop is the way to go. For vector based illustrations, logo's, etc. Illustrator is the most suitable.

    A very important thing is the target group. Do not design anything how you prefer, what you find easy to use, or the colours you like. Investigate and make a good profile of the target group and design with that in mind.

    Depends if you have an dictionary in computer format, so you can transform it into a database. If you have that database it would not be too hard, but I don't know if it is easy/cheap to get the database.
