Anyone can help me to make this filter on the picture ? pictures attached
On Gimp I'd just use airbrush. That gives full customization of opacity, color, and application. I'm not familiar enough with Photoshop, just AfterEffects.- pcasey14

How to make this glow effect?
If you have a picture you want with a glow I'd be happy to help. Other than that it's a little tough to explain? You basically streak out the light with a blur... but on a separate layer so it doesn't interfere with the rest of the picture. Streak out in straight lines to retain the lines in...- pcasey14
