What effect are you speaking of? The image is a bit over saturated and there might be a slight Topaz filtration going on.

High-dynamic-range imaging!
Evidently by the image given in the first post, the plug-ins that are used to make this effect don't always give good results.

Sorry to have to disagree, Spruce, but unless done automatically in the camera, true multishot HDR techniques rarely give good results with human subjects -- we move too much between the successive shots. Besides, it doesn't even look especially like HDR, even automatic in-camera HDR. To me, it looks more like one of the many different forms of local contrast enhancement including some of the Topaz software mentioned above.
