Your question has several answers...

Backgrounds - Can depend on the resolution intended to be displayed in... Also, what aspect ratio. The most common resolutions are:

800x600
960x600
1024x768
1088x612
1152x864
1280x720
1280x768
1280x800
1280x960
1280x1024
1360x768
1600x900
1600x1024
1600x1200
1920x1080
1920x1200
1920x1440
2048x1536

Logos - Most are and should be done in vector format. That way they can be resized without restriction or loss of quality.

Signatures - Will vary from website to website, but here for instance, the rules state:

Maximum Combined Image Height: 75px | This means if you use several images such as user bars, the total combined height for all of the images must not exceed 75px
Maximum Width: 600px
The Smaller The Image Both In Resolution & File Size, The Faster People Will Be Able To Load It. Let's All Use Optimal Images.

Hope that helps!

One thing not to forget....

If the design is for use other than the internet, and in case you don't have the apps to create a true vector format image file, it would be best to do the image in PS set at 150dpi or more.
