How to make this zoomed image?

It's very simple,
Screen capture a page.
Open in Photoshop.
Duplicate, name it Expanded BG.
Hit command/control + T. Transform the duplicate (Expanded BG) layer by pressing the shift button while enlarging (dragging a corner).
Highlight the Expanded BG layer, with the Elliptical Marquee tool, create a circle over the area you want to magnify, press command/control + J to duplicate the selection to it's own layer. Name it Magnified effect.
Turn off the Expanded BG layer by clicking the eye icon. (the original BG should be on!)
Highlight the Magnified Effect layer and double click, add whatever style you want.
