Help - Is it possible to fix banding photos?

Is it possible to fix banding photos? I haven't found any articles on how to fix this. If anyone has a way to fix photos like this, please share it. There are many photos with the same condition, and most likely it's not just about objects or items, but it definitely affects body parts too, like the face and other body parts.

Do we know what caused this banding?
It seems like there was a mistake in the camera settings. I’ve experienced something similar before, just can’t recall exactly what happened at the time.

is this a still from video?

i suspect it's caused by exposure under fluro lighting.
It could be from a video, I'm currently confirming it. If it's from a video, it seems like it can be fixed, although it will be a bit complicated.
 
back in the day, it was enough problem simply dealing with banding caused by fluro / shutter speed in video, let alone a still. most of the time we simply reshot. good luck with it.
