    Maybe the problem is a mask itself, because this sounds like normal behavior in photoshop if mask is made from pixels visible in less than 50%, try making for example white square on white background and select it with color range :) try and tell as what is the result :)

    you could merge them just by putting "my result" over @IamSam result and setting my result blend mode to screen and probably reducing opacity, that would probably look almost like original.

    Tested with 14 photos merged, unfortunately there is just not enough data in this license plate because it has 7px of height, a little better quality and probably we could do much more.

    Maybe try selecting/deselecting checkmark with use of graphic card in Settings>Performance because for me it looks like Graphic card problem like corrupted driver or something.

    It's solution number 2 from one of my previous posts, but you have to remember that putting it on a bright background will make a little darker halos around stars.You can always set stars blend mode to screen to get rid of that problem.

    It can be done in Photoshop 7.0 but without part with Lens Blur - since its a newer filter. But you can try just gaussian blur or search in stock sites like: http://www.pexels.com http://www.pixabay.com for "bokeh" o paste it as that out-of-focus background
