    Ps_starter, a Layer Mask would be the way to go here. Easy, non-destructive. Look at basic tutorials on layer masks. See also below - a layer mask added to the image layer, with a blank white layer underneath. I've circled the layer mask icon/button in the layers panel at the bottom.

    I think what you are talking about, at least in the faces of the subjects, is probably done with a gradient map. If you select just the faces of your subjects, copy them, and put them on their own layer, you can create a gradient map adjustment layer to get that flat colouring look. See below...

    I agree 100% with Tom on that, but there is a poor man's version of getting this effect. Any texture image, placed over a photo and set to overlay (and sometimes desaturated), can give you a simple grunge effect. But this is just an effect - to simulate aging or wear. It is not a replacement...
