    Photoshop CS sports the new "Photo Filter" that does precisely what you are asking. Just go Layer >> New Adjustment Layer >> Photo Filter

    Another possibility is that you were not viewing the graphic at 100%. A little less or a little greater zoom percentage is enough to create a lot of jaggies and a huge headache. :)
