    Copy the picture onto a new layer, go to Image>Adjustments>Desaturate. Select the portion you want colored with the lasso tool and delete it, or use the eraser. The colored image underneath will then be visible.

    Background texture

    It's a custom made pattern, probably based on an 8x8 multiplication canvas (computer sizing), with the diamond mesh pattern created, and then used to fill the screen.
