    Request for Photo Retouch Tutorial

    A combination of lowering the saturation of the overall image & a slight gaussian blur. Then go on to increasing the brightness with curves adjustment and a low opacity screen blend mode on-top. That's probably gonna get you nearer to this picture.

    Uneven "highlight" line: How to make?

    Pen tool is probably your best bet here. Drawing the line in that you want and right-clicking the path and stroke with the brush that you want to use. After that adding an outer glow to give the glow effect you want. (Decrease the spread & increasing the size) Hope this helps.
