    for paste in place, are you using Google Chrome browser by any chance? IF YES I have troubles with copying images sometimes its really annoying, So try it on Firefox or IE lol make the selection right click Layer Via... Copy or Cut

    Sorry we dont do your work, we help If you need a specific length Simply use the Ruler Tool is you have Extened if you dont Use the ruler on the document and transform it to the side then re pen tool it.
