    simple: if you want to make layer animation then you need to save your file in gif format (file- save for web device) and select gif formate, if your image is single layer simply press ctrl+shift+s and save file in gif format.

    you can use smudge tool for smooth edges and edge refine (select-edge refine/ alt+ctrl+r) for correction the edges after smoothing edges. Note:- use duplicate layer, and place original layer to below.
