    Your pixelation oroblems it hasn't nothing to do with 8 bits. It occurs when the image size is too smal. You have 2 kind of sizes in Digital Imaging: Screen size (72 Pixels per inch) and Printed Size (Document 300 dots per inch). The first one looks always bigger and the second one much smaller...

    Changing color of dress with proper shades & light effects.

    HUE is right, but you need to select the dress first or, erasing the effect from the areas you don't want the changes. Also, see the pull down menu in the HUE dialog box where says 'Master', you can click there and you will find other colors to select and modify.
