    There's no size jittering afaik but you can put diffrent-sized images into spraylist so that they could be randomly distributed. You can for sure use various images in one spraylist, not only the rocks.

    What you need is called image sprayer. Theres no such thing in Photoshop. Corel Photopaint has got one.

    Thats fine, but what i meant is that it's better to make flags in 3d using mesh from greyscale.

    There's no way to "retain the texture of light and dark areas" from, say, waving US flag. Besides, making flags in 3d is much more interesting. 3d means Photoshop3d
