    Cannot draw a circle

    i am using cs5 and a lot of tools are in submenu kind of thing, if the tool has a sub-menu then there is a small black pointer in the lower-right corner. you can either right click to open the sub-menu or left click and keep holding and the submenu will open.

    yeah simple gaussian is fine, around 0.2 to 0.5 blur strength should be fine but it depends on how big or small your image is. maybe 0.1 works best.

    is this what you are looking for i used the filter>stylise>glowing edges and choose the settings you like, you might have to use a layer mask to remove some excess edges.

    unless i have to blur the whole image (for which i use filters) i use the blur tool and a small soft edged (0% hardness) round brush, in the toolbar below menu bar, change the strength of the blur to what suits you best. this way only what i want can be blurred.
