    There are lots of ways to do this... If you are going to brush some white on top of an image I suggest lowering the opacity of that layer.... or changing the blending mode... Dodge tool also works very well, but you have to be careful because it's destructive (permanent changes) by default...

    I agree, Gaussian blur will be better for this... Gaussian... GREAT TIP... I just tried this on a portrait Duplicate Layer --> Gaussian Blur --> Layer Blending Mode: Soft Light --> Layer Opacity: 20% and it ads a really nice effect! Thanks!

    If you can, then use vector tools in Photoshop and save it as a PDF. And I think (not too sure) that it will remain vector.
