    Yes, get new drivers from the manufacturer of the tablet, and you should be ok. This happens as they sometimes create their drivers for a given version of Photoshop... I do not remember such problems with Wacom Tablets. (That is, no need to wait for a new driver at each release of Photoshop)

    Welcome to PsG! I guess that Design-dw means the beige halftone pattern. Create a gradient, then go to the filters menu and search for the halftone pattern (I do not remember what sub-menu, somebody else will chime in and give you that info. Maybe stylize?)
