    It turns out that Hue and Saturation doesn't quite do the job on its own… A Curves adjustment like this will clear it up…

    You may also have to do a Levels or Curves adjustment if the above steps don't eliminate the blue lines completely.

    Run Hue and Saturation on the scans with these settings… You could also set up an action that would do this to your images in an automated way.

    Another option would be to convert it to bitmap mode. It would eliminate the chance of blurring. You will have to convert to grayscale first and then convert to bitmap.     I think the effect is done in camera via lens, aperture choice and shooting through glass rather than an effect such as gaussian blur.
