    I used for this photo a new technique 1. Duplicate the original photo by Ctrl + J 2. Create a new layer 3. Set the blending mode to "Color" 4. Chose the preferred color 5. Use the bucket tool 6. Fill the new layer with the chosen color 7. Go to Layer>layer mask>hide all 8. With a soft brush...

    1. Open the required photo (color over cast) 2. Press Ctrl + j to duplicate the layer (never work on the original) 3. go Filter>Blur>average 4. Image>adjustments>reverse 5. Set the blending mode to color 6. Reduce the Opacity to 45-50% 7. Now you are done
