    Sort of Grayscale BUT in Blue!

    Have you tried adding a solid color adjustment layer on top set to navy blue and the layer's blending mode set to color or is that not what you want? And if you want white on one end of the color range, just boost the highlights with one of the adjustment tools first.

    I'm a little confused about what you want, so this might not what you've been looking for, but anyways.... I assume you have a true vector shape (and not a vector image that was converted to a bitmap) and that you want to fill the "open" spaces. My suggestion is to add a new layer underneath...

    Actually you're wrong. Create a document of 800x600 with a resolution of 1 and type some text. (based on the default settings of Photoshop)

    Adjusting the lightness of an image

    Use Filter / lens Correction and use the custom setting, change vertical perspective first, followed by a vignette correction. What's left are stains on the surface that have different light reflection properties. These are harder to fix. If you have the skills, consider to make a pattern instead.
