    change color

    Many different ways. If you are good with the pen tool, you could trace the tat, turn it into selection then fill. A more beginner's approach, use the magic wand tool and it will select color you clicked and similar colors. Adjust the "tolerance" to change the range of colors selected. .

    Optimizing a scanned black/white cartoon

    When you scan anything that has been printed, it will more than likely not turn you like you want. You'd have to scan it and fix it up. The more common case, you will get a lot of banding.

    Hide Layer not working as expected

    Check to make sure you aren't linking the layers. If they are linked, when you hide one, you hide all the linked ones.

    How do I get this specific distortion?

    How do achieve this effect. I want to create tv distortion, but not in the form of noise. Like when things get stretched, distorted, and look all jagged horizontally. Very similar to when you are losing a video signal. I have a perfect example, but I can not post it because I am brand new here.
