    Cutout Effect

    Hi, please can anyone guide me to how I can adjust and set the number of levels, edge simplicity, and edge fidelity when I have applied the cutout effect filter onto a photo please? I am using photoshop elements 11. I can't seem to find the adjustments menu to do it. Thank you for any help.
