    faded image doesn't stay faded

    I have an image that I have faded to somewhat of a ghost image in Photoshop 7 using the brightness and contrast. I want to use it in publisher but when I save it as a jpeg the faded look I am trying to achieve is gone. What am I doing wrong? Thanks in advance for your help
