    How to create an effect like this...

    Hello all, I'm sure this is relatively easy to do, but I just can't seem to get it. How can I create an effect like in the below image, where there is a blue color box over the image with transparency and with text in it? I'm thinking a masking layer, but am having trouble getting it done...
