    What effect is this?

    Hi everyone, Ive been looking on google and forums but i cant find what kind of effect would make this. Basically i'd like to know how to achieve the smoothness of her hair and the whole cgi look from the picture. I tried topaz and a few more tutorials but i dont even get closer... so anyone can...
