    High-dynamic-range imaging! Evidently by the image given in the first post, the plug-ins that are used to make this effect don't always give good results.

    Portrait editing effect

    Did this very quickly by reducing the saturation, then playing with exposure and gamma correction on an adjustment layer set to screen, altering the opacity of the layer to suite.
