    im really confused about what you mean as "vectorised" if your using photoshop then your images will be rasterized.I think this is the case of right tool 4 the job and if your sending things to a paper firm i.e 4 colour print process using litho plates then yeah they will want it as PDF or eps...

    howto simple make outline ?

    you best using the marquee selection tool and making you selecting and go to EDIT>STROKE and put in 5 px and your colour. If you have a specific shape that you want to add a outline to the turn the path into a selection and then add stroke to it :righton: hope this helps
