8G RAM? Or 16G RAM?

My PC:
Windows 10 Home 64b. 22H2
SSD 128GB
CPU Intel Core i5-6400
DDR4-SDRAM 8GB 2133MHz
GPU NVIDIA GeForce GTX 950

My Camera:
Full frame 2400pixel.

File format:
RAW (ARW & CR2)

Post Processing App:
Photoshop

I do not know whether my PC is normal or slow. There are times I have to wait for a second or 2 or even a few seconds: Open a new file, Open from ACR to PS, Content aware, and Save as. Does this indicate that I need to upgrade RAM to 16GB? Will there be obvious difference between 8GB and 16GB?

8 GB is quoted by Photoshop as the bare minimum and recommended size is 16G. Actually, I considered 16G the minimum back in 2015.
Here is the helpx file from Adobe that lists both the minimum and recommended configuration. Note, I consider the recommended is the lowest you want to go to avoid frustration in most situations.
