Adjusting Photoshops rulers

I'm scanning images at 300dpi for archival purposes. I notice that the rulers on the horizontal and vertical are not accurate. at 23% magnification I take a sheet of paper and measure it across the horizontal (top) rule and find that it is exactly 6 inches by that rule. When I turn the paper and measure along the vertical (left side) rule the paper measures 7 1/8 inches.

This will make scanned images appear to be compressed more vertically than is actually the case. When I rotate the image 90 degrees, the effect is dramatic. The saved image though seems correct. Photoshop is distorting the image while displayed on the desktop.

I am using a wide screen monitor. Is there a way to correct this?
