an urgent question about printing

I have a client that wants me to make a special collage for his girlfriend . He wants the graphic to print on 8by 10 paper. In photoshop should I design it larger than 8 by 10 inches so it will print right or can I make the document 8 by 10 inches and would it print the right size . this is the first graphic I've done fro print and I've read that the resolution should be around 300 is that rue ?
 
Yes, dochappy, you should make your document at 8 x 10 in @ 300 res. That way when you print it out on a 8 1/2 x 11 in. paper ("letter"), it wont get clipped around the edges. Also, if your going to frame it, when you make your document make sure that you leave an extra 1/2 in. between the photos in the collage and the edge ao your document. This is because an 8 x 10 frame cuts 1/2 in. of the viewable area, through the glass off your print.
