Anyone know how to create this effect ?

Im guessing its blending the text layer against the black dots in the background, so i can achieve the outcome of having the black dots making the text white, but i cant figure out how to do it !

This is easy. The dots are actually white, but placed over black text layer with the Difference layer blend mode.
All of this composed over white background gets this effect.

So, in short:

Dots layer - white, Difference mode
Text layer - black, Normal mode
Background layer - white, Normal mode

This could have been answered in 1 post all you needed to do was save the image and use the image upload function when writing your first or 2nd thread. So it taking so long for you to get an answer and all the comments you have made in previous posts with sarcastic remarks could have actually been addressed for example your first post could have been like this.

Hi lucadunning welcome to the forum if you have a look in the quick reply box it has a picture of a tree with a frame around it if you press that then it will give you 2 options insert image from url or upload image from computer as a new member you can insert an image from your computer in your very first post..
