Anyone Know How To Make This Look Smooth

The black dial has alot of noise does anyone know how to make it smooth. i did noise reduction and it still has a little noise

I cant see the noise in this image however if you have a steady hand sample the black colour use a paintbrush with soft edges set the painbrush mode to darken and just paint over the effected areas with an opacity of 10 - 20%
