Ok, it looks like all of the heights are greater than 3040, but none of the widths. This makes it very easy.

Add one step in your action at the beginning:

Image -> Image Size
- Set height to 3040 px

Then proceed with the steps mentioned above (Canvas Size, Save for Web).

It should give you the desired result.
