I don't think this is in the right section, and I hate to bother you with mundane work, but I'm looking for something.

What I need is a Bulletin Board type of deal, with a dark wooden border. The filling can be anything basically, from fabric to a light colored wood to light colored marble.

Is there any place you guys know where I could find something like that, or have you any hints on making one?

As far as the backround, you could probably just find a image or texture to put behind it. I don't know any tuts on that so I'd have to figure out how to make marble or cork by hand.
It would also be helpful if you had an example of what your trying to make.
 
Thanks for your reply, what I want to make is basically a picture frame of dark wood with a OD of 1024 x 768 px and 'bout 45 px wide. I don't really have any design ideas except that it be 3D in appearance. The filler doesn't matter, I've already figured that part out.

That's beautiful, exactly what I was looking for. Did you make that? Could you tell me how you did it, or let me have the photoshop file so I could study the layers?

Along the lines of what I want to use this for, would it be hard to make a effect like a glass window, with a picture behind but also with reflections of the street and sun.
 
Well, to make that Zokus, just take that wood texture I made and cut it into 4 peices 75px wide each. Then put them around the boarder and slice the edges off at an angle. Now put a slight bevel around the wood size at 1px and set the black bevel colour in layer styles to vivid light and turn it's opacity down. To make the wood darker, just go "brightness & contrast" and turn brightness down. After that, you need to apply a special white gradient on the tops of the frame pieces set to overlay. (see pic) While in layer styles - gradient panel - use your mouse to drag the gradient to the tops of the wood frames. For the side frames just set your gradient angle to 0.
Now to make the glass and reflection, make a new layer underneath the wood frames, fill it with any colour and set fill to 0%. Go to layer styles and put the same wite gradient over it, set angle to -45, and drag it to the left corner. Now for the reflection, put your pic w/ sun and street over the glass layer and set blend mode to soft light and adjust the opacity untill it looks good (depending if you want people to notice the reflection or not).

Danke! You're help is much appreciated. The glass was for a different project, but the concept is the same :) I'll either be back with more questions soon, or I'll be back in a couple of days with finished product!
