Ok, I have a webcomic, and in the one I'm working on I'm doing a little anime spoofing in a few panels. So, I looked up tutorials on how to do
that whole anime "action lines" effect. I could only find this one:

There was numerous websites with that same tutorial.
Now, I've used photoshop awhile, but mostly just for cropping or sizing, and just generally putting the elements of my comic together. I color it and stuff in a different program. So, while I've used it a while, I'm not familiar with the advanced elements. (I have 7.0, by the way, I'm not exactly on top of the recent tech, either, haha.)
Now, my problem:
I have trouble with the two steps after the radial blur:
"- Make both layers visible and add some lines with the line-tool;
- Choose "Stroke Path" and click "Stimulate Pressure" (note: that way, it looks like the lines are moving);"
See, my problem is, when I use the line tool, I can't choose stroke path and I don't know anything about the pen tool to try and use that. It's like he's leaving something out. I have no idea what I'm doing.
So basically, can you explain what he's trying to say, only better?
Or alternatively, can you tell me or point me to a better way to achieve the effect I'm going for?
