Can I do this effect in photoshop?

Hey guys I'm new to the forums and pretty new to photoshop. I found this sig on the internet and I really liked how they make that little flash of light that goes through the text. Because this is animated, I was wondering if this was/can be done with photoshop and if so is there a tutorial for it or can someone help me? The sig is posted below...also does anyone know what text that is? Thanks a lot!

its called a .gif file. it is essentially a bunch of pictures put together and played so it looks like a moving image (much like a movie.) If you want a tutorial, go on youtube and search "how to make a .gif in Photoshop (whatever CS you have (i have CS6))"
