One of the quick-n-sleazy ways:
1. Copy photo or whatever.
2. Filter > Stylize > Find Edges.
3. Set to Multiply.
4. Back to the bottom Layer and either Filter > something > Cutout or Image > Adjust > Posterize. If you go with Posterize, probably better off using it as an Adjustment Layer.

Add other tweaks as needed, like maybe using Image > Adjust > Levels (ctrl + l) on the layer with Find Edges. Or whatever else you feel it needs.
