Clone, brush, burn-dodge tools don't work

Returning to a previous question. Photoshop 7. Clone tool (etal) won't work. I've verified I am in RGB mode, and the 'Aligned' box is unchecked. Since the background layer is locked, I duplicated the background and tried working in the unlocked layer. Still no luck. These tools were working fine before, and sometimes when I open PS they do. Other times, like now, they are inaccessible. Ideas?
 
Maybe a corrupted preferences file?

Could you post a couple of screenshots? This will help all of us to determine what is happening.

Would it be possible for you to post this file for a closer examination?
If not the entire file, then crop it to a smaller size and zip it up. If the tool really isn't working then it'll still not work with a cropped portion of the whole document. This way we can examine all the variables and have a better chance of solving the puzzle. ;)
 
If you have a wacom tablet, make sure that the pen is far away from the tablet when you use the mouse. Or that no metallic/magnetic object is sitting on top of the tablet
 
Could you be leaving a selection (marching ants) on another part of the picture..this would stop you from working the healing or anything else you might want to do.

this is too simple, but i'll mention it anyway. try clicking the caps lock. if it's on you can't use those tools. hope this helps. boyd
