Comic Book Effect?

How would one produce an effect that would make it look similar to Spawn/Todd Macfarlane's work? I realize he draws everything by hand but I am looking for either an add on or some way to recreate a good comic strip look. Any ideas?
 
you would be better of buying a plugin alien skin snap art does very good comic book effects so does topaz simplify to an extent however instead of actions you get to control it via sliders etc.

I tend to find these actions only work with speciffic pictures.
 
oK admittedly this was playing around with photoshop and then finishing it off with snap art I believe.

and this is with plugins or filters outside of photoshop
step 1 duplicat your image so you now have 3 copies
Step 2 duplicate 1 filter >artistic > fresco
sep 3 duplicate 2 > filter > stylize > find edges and set the layer blending mode to darken or multiply.

Step 4 go to file new and set your new document 10 px X 10 Px's transparant background get a paint brush and make a nd make a circle practically to the edges but not all the way to the edges in the center in Black select all and go to edit define pattern and save it

Step 5 go back to your image create a new layer select the paintbucket tool and change from colour to pattern and select the pattern you just created usually the last 1 on the list and then fill the document up on the new layer and adjust opacity\ blending modes until you like it and these steps will get you this far.
