I hope someone else has a better way. But I did this fairly fast.

I first use a Curves Adjustment layer to lighten the image.
Then I used a 'Poster Edges' filter.

Next I used 'Threshold' adjustment.

It gets you close, you may have to fill in some of the finer details.
