Hi Peta,

Thank you for your reply!  I had about the same amount of success as you.  Interesting that this is an issue.  I am now wondering

if I should create and save both layers as two separate vector (.ai) files and try to drop them in place.  If that works, I can rescale to fit without degradation/artifacts.

Will give this a try and get back to this thread with my results.
