If you create a circle with a flat color of your choice, then on a layer above create another circle slightly smaller than the 1st.


On the 2nd layer add a gradient overlay, with the original color on one side & white on the other, then blend as required.  Then add a white stroke to that circle.


The number can be added on a 3rd layer, & given a slight drop shadow.


All the fx settings will be editable & set to your liking depending on your desired appearance, and the size of the finished button.  Playing around with them is advised, as you will learn what they do in the process.
