Sure.

1. Use the Pen tool to create the path you want to shine. Incase not familiar with the pen tool, just use the brush to make highlights.
2. Add a layer mask [ATTACH]43478[/ATTACH] and fill it with gradient black-white. This will create the shining illusion on the button.
3. Play with the opacity of this layer until eyes say 'this looks nice'
