Creating a 4x6 Picture with a 3x4 Picture inside of it

Hey guys,

I have a picture frame that is 3x4. I want to put a glossy photo in it, but Walgreen's only prints 4x6. So ideally, I want to resize an image to be exactly 3x4 inches. Then I want to copy and paste that image on a 4x6 file. Then I want to print out the picture, cut out the white border, and fit it in the frame.

I've spent hours trying to figure out how to do this really basic question. Please give me any sort of direction. Thank you.

I am not sure if it needs significant cropping. It's scaled right to 3x4 from Picasa and properly cropped. The problem I'm having is sitting it on top of a 4x6 white image without stretching it to fit the page.
 
Is my request even possible? Is there any physical way to print out a 3x4 photo? I'm begging for anyone's help.
 
Are you using Photoshop? I don't know how to use Picasa.

the image is set at 3x4, simply drag/drop the image into a 4x6 image. No need to to resize. It will print as 4x6 and all you need to do is cut the excess.
 
I am using photoshop. So I have a picture that is scaled to 3x4, but not 3x4. Sorry I worded it poorly above. When I drag and drop it to a 4x6 white layer, it stretches the height to fit the 4x6 frame. So my original 3x4 becomes a 4x5ish.

Is there a way to make a picture exactly 3x4 inches? Additionally, is there a way to drag/drop this image without it stretching to fight the new 4x6 file?

Sorry that the question is noob, but you would seriously help me out big time if this works.
 
Sorry for late reply... A lot of situations to handle and respond within the forum.,,, lol...

That could be because of the image resolution of both images. your 3x4 may be set at a higher resolution.

You have to make sure that when you open a new image of 4x6, the resolution matches the other image.
