Fill a layer with a black to white gradient.

Apply a 'Color Halftone' filter to it with all channels at 180°...
FILTER > PIXELATE > COLOR HALFTONE

If you are applying this to a black or white background then change the blend mode to suit.

You can always invert the image using CTRL + I if you need to.
