Duplicate and merge into a new image

I have individual round images and want to duplicate them and place them in an image exactly like the image below. I want to do this for every round image I have, duplicate it and place it in place them on a new image exactly like the image below.
Is there a script for this to to this in batch mode ?

The duplication isn't necessary, I just want similar images in batch style like in the image above in the exact position as the circles on the image and want to create individual new images as similar as the image above
