You would not have to have a dedicated vector program to do line work and it would not have to have been a program from Adobe.
Turns out PS 3.0 supported Paths/Vectors so could have been done in PS.
Also, it could have been done in raster at high resolution with brushes for the line work.
Not sure one could conclude without more evidence what tool and whether it was raster/pixels or vectors that was used for the line work.
