Editing .jpg image which has dotted lines around the image

Hi,

I have a question.
I have DVD art work that has dotted lines around the .jpg image. I do not have Photoshop.
But the person who worked on the DVD art work placed it for their convenience of printing and saved the file.
The person who did this is unavailable and i am trying to figure a way to remove the dotted lines
that goes around the .jpg image. what software can i download for free(such as trial version etc)
and how can i remove the dotted lines(dash lines) which goes around the .jpg image.

Your help is greatly appreciated.

There is freeware out there called GIMP which is perfectly fine for basic image editing. http://www.gimp.org/

I think even MS Paint, which usually comes with Windows-based computers, will crop off the dotted lines.
