Fixing Discolored Areas on Clothing

I have a photo with a man that's wearing a blue polo and there is an area on his right shoulder where some of the shirt is discolored. What would be the best way to fix this?

select your paintbrush sample the average blue colour of the shirt set your brush mode to lighten (not layer mode but brush mode) and start off with about 20 % opacity and paint over the darkened areas it should match the colours evenly if not adjust the opacity of your brush
 
I would say to clone it. Make another layer above. Choose the rubber stamp/clone tool, choose "current and below" which refers to what layers are sampled and clone good pixels over the discolored ones. Working on a layer above is non-destructive and you can erase mistakes any time. Can't do that to the original. Hope this helps.

Same layer caution if you use Hoogle's suggestion. Work on an above layer.
 
Thanks guys. I tried both techniques and Hoogle's worked the best because it didn't effect the pattern of the shirt like it did when I tried with the clone tool.
